ITANAGAR, Nov 14: Gora Makik Sporting Club beat Nirjuli United FC 3-0 in a league level match in the 2nd Gora Tamer Memorial Football Tournament, 2014 at Rajiv Gandhi Stadium Naharlagun today.

Techi Tassar scored two goals in 65th and 82nd minutes before Ruru Damian added the third goal in 78th minute.

 

Do not compromise on quality of work: DC

ITANAGAR, Nov 14: Taking part at the 9th district level monitoring committee meeting for all the centrally sponsored schemes on 13th November, Tirap Deputy Commissioner Kamlesh Kumar Joshi urged the executing agencies to complete the schemes on time without compromising with the quality of work. Joshi while expressing his dissatisfaction over the slow progress of time bound schemes asked the departments concerned to pull up their socks and ensure that the schemes were monitored with eagle like eyes to avoid any lapses whatsoever.  The DC asked the executing agencies to handover the completed schemes to the user departments and a copy of which should be mandatorily endorsed to him. He also urged them to submit the quarterly progress report to the Deputy Commissioner without fail to enable him prepare the reports efficiently.

All the representatives of the work departments highlighted the progress of all the on-going schemes pertaining to their departments through a power-point presentation. The SDO, Deomali, ZPMs of Khonsa, Deomali, Soha and Dadam actively participated in the deliberation. The ZPMs requested the government departments to monitor the work carried out by them properly to avoid duplicity and misuse of fund.

 

‘Deploy forces at the border’

Daporijo, Nov 14: All Limeking Youth Welfare Association has submitted a memorandum to Deputy Commissioner Upper Subansiri District, demanding immediate creation of new border outpost and deployment of security forces at sensitive area of the village. This was following the recent infiltration of three Tibetans to Nillo village via Gegu River under Limeking circle, Upper Subansiri district.

They also appealed to the Govt to send more patrolling troops to Taksing, Limeking, Nacho and Siyum area to secure the border.

 

Skill development training on mushroom production

BORDUMSA, Nov 14: A day long skill development training on mushroom production was held at Bordumsa under IWMP-I on 14th Nov. The resource person from Technology Park of DRDA Tinsukia, Mushroom Planet imparted the training on sponsorship from PIA, the BDO Bordumsa. The training was attended by 70 farmers from the project villages.

The advantage of mushroom consumption especially by the old and sick persons was made known. The economics as well as techniques were demonstrated and explained in length. The Mushroom Planet Tinsukia assured technical support, spawn supply and marketing linkage for farmers of the area.

The PIA/BDO earlier while welcoming the trainees and resource persons highlighted the advantages of mushroom consumption and its scope as a livelihood activity for rural people. It was told that the mushroom cultivation/production can be done even with low investment, less land and very minimum technical knowledge is required.

Riba urged the farmers to take full advantage of the training program and implement the same in their villages and also teach their fellow villagers.

Practical demonstration of Oyster mushroom production was done at the end of the programme.

 

Namsai takes stock of health situation

NAMSAI, Nov 14: The first meeting of the District Health Mission of the newly created Namsai District was held on Nov 13 in Namsai under the Chairmanship of the Deputy Commissioner R.K. Sharma, regarding the constitution of the governing body under District Health Society and other issues of Namsai District.

Sharma emphasized on the importance of health sector, besides the formation and constitution of the Governing body under National Health Mission (NHM) to implement all centrally sponsored schemes in the district. He requested all the members to give cooperation and coordination to the health department to fight against diseases in the vulnerable district.

DMO Dr. Nani Rika highlighted status of the health scenario under newly created Namsai District. He requested all the members to give support to the health department in the implementation of time bound programme in the newly created district.

Ravi Jha IAS, ADC Namsai District and Kyasin Mounglang, Zilla Chairperson (ZCP) of Namsai District participated in the discussion of the formation and constitution of the Governing Body under District Health Society of Namsai.

The meeting adopted resolution for constitution of the governing body, formation of District Health Society and early registration of the society.

 

LDV resolves to implement ‘Saakshar Bharat’ in toto

ROING, Nov 14: Lower Dibang Valley Zilla Lok Shiksha Samiti has resolved to implement ‘Saakshar Bharat’ a centrally sponsored scheme as per its guidelines in the district.

In a meeting that was held in the office chamber of Deputy Commissioner, Shiv Kumar, who is also the Chief Executive Officer of ZLSS, it was also resolved to reform Shiksha Samiti at Block and Gram Panchayat level and to open joint accounts at a nationalized bank. It was also informed that 4 number of coordinators at district level, one each at Anchal block level and two Preraks in each Gram Panchayat segment shall also be appointed under the scheme for its successful implementation in the district.  

The scheme aims to promote and strengthen Adult Education, especially of women, who did not get formal education earlier.

Stop encroachment: Union

Daporijo, Nov 14: Upper Subansiri District Students’ Union has alleged that encroachers are erecting RCC building and boundary wall by encroaching the government land at Dumporijo.

The Union said that land at the Block Office, powerhouse and in the premises of Govt Higher Secondary School at Dumporijo have been encroached.

While calling on the authority to take necessary action against the encroachers, the Union further informed that due to rampant encroachment in Dumporijo, government staffs are facing problem, as their there is already shortage of quarters for the employees.

 

PRI Contractual Employees Association for pending honorarium

ITANAGAR, Nov 14: The Arunachal Pradesh Panchayati Raj Contractual Employees Association has called for the release of honorarium that is pending for the past eight months.

In its memorandum submitted to the Chief Secretary, the association has also sought guidelines to be issued to them and also charter of duties so that they can perform their duties.

 

ZPC PP for release of pending fund

ITANAGAR, Nov 14: The Zilla Parishad Chairperson, Papum Pare district Nabam Aka has requested the state government to release the pending fund earmarked for Panchayat Raj of the state for the current financial year 2014-15.

In a release, she said that the non release of the fund is hampering timely and proper implementation of schemes.

 

Speed breakers for checking frequent road mishaps

ITANAGAR, Nov 14: Expressing concern over the frequent road mishaps at NH52A near Barapani Spun Pipe Company, the Barapani Social Service Forum (BSSF) has requested to construct two speed breakers on the road.

It wrote a letter to the Executive Engineer, PWD highway division, Capital Complex and DC Capital Complex in this regard.

 

Cleanliness drive to mark Children’s Day

ITANAGAR, Nov 14: The students of Guardian Angel Residential School observed Children’s Day marking the birth anniversary Pandit Jawaharlal Nehru with cleanliness drive at IG Park Itanagar today. School children participated in the clean drive with its clean Arunachal mission. They removed garbage and other wastes from the park.

Meanwhile, Government Middle School ESS Sector Itanagar also observed the Children’s Day with clean drive. The programme was attended by Secretary Education RK Mishra and DDSE Capital Complex Mallo Yam Gollo. Similar programme was organised by Ego Bango Peoples’ Forum of Daring Circle of West Siang to mark the Children’s Day today.

 

Cooperative week begins

ITANAGAR, Nov 14: The 61st All India Cooperative Week has begun at the office premise of Arunachal Pradesh State Cooperative Union Polo Colony, Naharlagun today.

With the theme ‘Cooperative Model of Sustainable & Inclusive Growth’, deputy chief councilor, Itanagar Municipal Councilor, Kipa Babu speaking on the cooperative movement stressed on active and mass participation of members and cooperators.

The cooperative week will conclude on November 20 next.

 

Demands for creation of Siang district grows louder

ITANAGAR, Nov 14: The demand for creation of Siang district with headquarter at Boleng in East Siang grows louder as the Panchayati Raj Members and public leaders of Boleng area submitted a representation to Chief Minister today demanding immediate creation of Siang district.  The PRI members stated that Boleng is centrally located which would serve the purpose of easy and efficient administration. The PRI further claimed that people of 32 Rumgong Assembly Constituency are also supporting the creation of Siang district. It also said that demographically, the Boleng and Rumgong area easily qualifies for the population criteria for creation of the district, it added.

 

EKSWCO calls for strict vigilance

ITANAGAR, Nov 14: East Kameng Social Welfare Cultural Organization (EKSWCO) led by its chairman Safar Pao and general secretary Nikam Tallang today called on East Kameng Deputy Commissioner to discuss over various issues particularly law and order related issues concerning the district.  

In its representation to the DC, EKSWCO requested the district administration to introduce routine checking of illegal arms in the district, validity of motor vehicle documents, and banning of illegal gambling like tombola (housie), playing cards, chess, ludo etc. at open public  places and the market areas. EKSWCO stated that due to unabated gambling in the town has created law and order problem in East Kameng district. Stressing for importance of traffic regulations at Seppa Township, the organization requested the Deputy Commissioner to establish two traffic points at strategic locations. EKSWCO also raised the teacher transfer issues claiming that hundreds of teachers were transferred from the district without any relievers resulting in crisis of subject teachers in the district schools. It also sought construction and renovation of RCC Bridge over Macha Nallah saying that the said bridge is on verge of collapse due to completion of its life expectancy. The organization also demanded for installation of new ATM booth and pleaded the DC to allow unused Tourist Building Seppa for EKSWCO office temporarily.

 

VKV Nirjuli celebrates Children’s Day

ITANAGAR, NOV 14:  To mark children’s day celebration, Vivekananda Kendriya Vidyalaya School Nirjuli organized various sports activities which was participated by more than 200 children.

To mark the occasion and also to encourage the school children, Nigla Nissan Automobile Pvt. Ltd organized a drawing competition. A total of 63 students from class 4 to class 12 participated in the drawing competition. The Nigla Nissan will award special prizes to top 3 contestants on 27th November during its 1st year anniversary day celebration.

Centre approves CITH regional research station at Dirang

ITANAGAR, Nov 14: The XII Plan Expenditure Finance Committee (EFC) of the Union Govt has recommended for establishment of a Regional Research Station (RRS) of Central Institute for Temperate Horticulture (CITH) at Dirang, West Kameng district, Arunachal Pradesh and Rs. 5 Crore has been earmarked for this purpose.

While responding to a letter of Union Minister of State for Home Affairs Kiren Rijiju written on July 19 last, Union Agriculture Minister Radha Mohan Singh in a written reply informed him that the proposal was examined by the Indian Council of Agricultural Research and the EFC in its meeting discussed the proposal and recommended for establishment of the Regional Research Station of Central Institute for Temperate Horticulture at Dirang.

“It is my pleasure to inform you that the EFC has recommended for establishing the Regional Research Station of Central Institute for Temperate Horticulture at Dirang, West Kameng District, Arunachal Pradesh,” Singh said in his letter.

The minister further informed Rijiju that a total of Rs. 5 Crore has been earmarked for the research station to address the long felt needs and fulfill the aspirations of people of Arunachal Pradesh.

According to sources, apart from writing a letter, Rijiju also held discussion with the Union Agriculture Minister for establishment of Regional Research Station of the CITH in Arunachal.

 

 

State to tackle unauthorized transaction

State level meeting on regulation of Non-Banking Financial Companies

ITANAGAR, Nov 14: Chief Secretary Ramesh Negi  chaired the State Level Coordination Committee (SLCC) meeting on regulation of the activities of Non-banking Financial Companies (NBFCs) and Un-incorporated Bodies(UIBs) in Arunachal Pradesh at Itanagar recently in which it was decided that the state government would take effective steps for enacting laws to curb the unauthorized transactions.

The objective of the SLCC, convened by Reserve Bank of India, Gauhati, was to share information and intelligence about dubious financial activities of various entities and take coordinated action by the sector regulators, the State Govt. and the enforcement agencies against unauthorized deposit of such entities and un-incorporated bodies. The SLCC can also identify the gaps in existing regulation and supervision over the said entities and suggests for appropriate changes.

The enactment of Protection of Interest of Depositors (in Financial Establishments) Act by State Government would strengthen the legal framework for protection of depositors’ interest in these financial institutions.

The SLCC felt the need for awareness programmes for general public and sensitization programme for officials by all stakeholders.

The members present in the meeting were Regional director for NE States, RBI, SS Barik, Principal Secretary Home Dharmendra Sharma, Commissioner Finance Gonesh Koyu, and other senior officials. The meeting was also attended by representatives from Reserve Bank of India, Securities Exchange Board of India, Ministry of Corporate Affairs and National Housing Bank, informed a release from Finance department. APCC remembers Pt. Nehru

ITANAGAR, Nov 14: Children’s Day was celebrated throughout the state along with rest of the country coinciding with birth anniversary of first Prime Minister Pt. Jawaharlal Nehru.

Arunachal Pradesh Congress Committee (APCC) has celebrated 125th birth anniversary of Pt. Jawaharlal Nehru, the first Indian Prime Minister today at Rajiv Gandhi Bhawan here. Led by Home Minister Tanga Byaling,  members  present  paid  floral tribute on the portrait of Nehru.

Speaking on the  occasion, Byaling and former minister Takar Marde, APCC Vice President T C Tok termed late Nehru as great visionary leader who laid foundation of strong India. They remembered Nehru’s fondness and affection for children. Pt Nehru will be always remembered as architect of modern India,  they said and urged party workers to follow the path of Nehru’s ideal and values and spread message of communal harmony.

Among others, MLA Dikto Yekar and members of Mahila Congress, party workers were present in the programme.

Attending the Children’s Day celebration at Koloriang GHSS, MLA Pani Taram awarded the meritorious students of the school for their academic achievements and sporting excellence as a token of encouragement.

He also gifted some furniture for the school and sanctioned schemes for infrastructure development, including construction of toilets, development of parking area within the school campus and construction of a compound wall for the CBSE examination centre from his MLALAD.

Principal of the school, Giogi Kaha requested the students and public to respect teachers within and outside the school premises as well.

Children’s Day was celebrated at Govt. Sec. School, P Sector here creating awareness among the children of the importance of education, maintaining high degree of sanitation and health practices, cleanliness, safe drinking water as  the Ministry of Human Resources Development has taken initiative to celebrate the day also as “Bal Swachh Mission, informed headmaster of the school Toku Raja.

While briefing the students Nehru’s life, he inspired them to imbibe his principles.

Speech competition on a selected topic for Children’s Day was conducted among the children.

At Govt. Middle School, G-Sector Naharlagun, each student of the school was provided with a copybook and pen to make them realize the importance of the Children’s Day.

Certificates and prizes were distributed to the winners in various cultural and sports competitions organized to mark the occasion.

The headmistress of the school Tarh Yaku motivated the students and teachers to be loyal towards their responsibilities.

The Bunny’s Fantasy World School also celebrated Children’s Day where the tiny-tots presented fantasy dress show on given themes with great enthusiasm. Themes for dresses included which included nature and environment, unity in diversity, clean and rural India and science and technology and a winner from each was declared,.

DRS Internal School, Itanagar celebrated Children’s Day with various programmes in a colorful way. Various competitions like drawing, fancy dress, recitation, speech were conducted among the students of the school to mark the occasion.

The parents and teachers asked the students to study hard and fulfill their hopes and aspirations.

Childline Itanagar in collaboration with Indo Tibetan Border Police (ITBP) celebrated Children’s Day by organizing a Health Camp for children, especially those from poorer sections of the society here today.  

The programme organized at Don Bosco Youth Centre, Vivek Vihar was attended by over 400 children who included kids of Don Bosco Literacy Centre and children from different sectors and colonies of Itanagar who do not have specific affiliation to educational institutions to celebrate Children’s day.  

Children’s Day Health Camp, an initiative from Childline Don Bosco Youth Centre, Itanagar and ITBP Sector Headquarters was instrumental in achieving health-screening for over 300 kids by Dr. Teron and Dr. Pura Modo.  

Mepung Tadar Bage, General Secretary, Indian Council for Child Welfare, Arunachal Pradesh cum Chairperson, Child Welfare Committee, Capital Complex, informed about the various activities organized by ICCW and CWC such as Crèche for children in the age group of zero to six years, organizing cultural and educational activities etc. and added that they have proposed the name of Rumo Metoh for National Bravery Award for Children.  

Dr. V. N. Sharma, State Liaison Officer for NSS exhorted the children to enjoy their childhood and lauded Childline and Don Bosco for taking up the cause of children, especially children in need of care and made a token gift of sports goods for Childline and Don Bosco Literacy Centre.  “Anyone who contributes to the growth of Arunachal is an Arunachalee,” Sharma said. “Our jawans, our social workers, our teachers, our government employees who are honest and hard-working are part and parcel of Arunachal Pradesh”, Sharma stated emotionally.  

Angad Prasad Yadav, Commandant, ITBP appreciated the work done by Childine under the aegis of Don Bosco and promised all assistance for such activities.  

“The work being done by Childline and Don Bosco is indeed a mission, which unite people from all sections of societies and all right-thinking citizens should come forward and join such nation-building activities,” said Angad Prasad. He also exhorted parents to take special care of children, especially with regards to health and hygiene.    

Earlier, Morgan Wangsu highlighted about the unique activities carried out by Childline for children in need of care and protection and children at risk.  

Abotani Vidya Niketan ,Pachin Naharlagun, a project of Arunachal Shiksha Viksa Samiti (ASVS), State Chapter of Vidya Bharati Akhil Bharatiya Shiksha Sansthan, New Delhi celebrated Children’s Day in a grand manner which was attended by students, teachers, parents and public among others.

State BJP president Tai Tagak hailed the yeomen services rendered by the ASVS in Arunachal Pradesh and stressed on discipline and character building by the students. He exhorted the students to maintain healthy habits of cleanliness, good hygiene and sanitation practices. He also threw light on the Bal Swachh Abhiyan, a noble initiative of Prime Minister Narendra Modi which was launched all over the country today.

He said the children are the future of the country and urged them to devote their time and energy in studies as well as co-curricular and constructive activities.

Tadar Kama, President Arunachal Shiksha Vikas Samiti urged the students to imbibe the ideals and qualities of the great leaders.

M N Chaturvedi, Pradesh Nireekshak, ASVS advised the students to study hard and maintain discipline, punctuality and sincerity throughout the life.

To mark the occasion, two days annual sports meet was also conducted among the students who were divided into four groups, namely, Abotani, Donyi Polo, Sree Rang Frah and Nani Intaya.

Donyi Polo house won the best group with 135 points followed by Nani Intaya Group with 120 points at second, Sree Rang Frah with 105 points at third and Abotani with 95 points at fourth.

At Seppa, East  Kameng Deputy Commissioner Sandeep Kumar today urged children to champion the cause of building a clean India.  He was addressing the Children’s Day cum Parents’ Day celebrations of Sri Sri Gnan Mandir, a totally free school run by the Art of Living. The school, located in Taluku Village in New Seppa area, provides value-based education to about 200 children free of cost.

Addressing the gathering of students and parents, DC highlighted the concept of Swachh Bharat and made the gathering aware of the importance of maintaining a clean environment. He lauded the effort of the Art of Living to run a free school in a remote area and provide value-based education to needy children of the area.  He offered all possible support to the noble initiative of the Art of Living.

Kata Rangmo, DDSE urged the parents to shoulder the responsibility of bringing up their children into physically strong, mentally alert and morally responsible citizens. He said teachers alone cannot be expected to mould the children as they spend more time in home than in school. He urged the parents to make value education for their children a top priority.

Representatives of the Art of Living from Itanagar Kishan Agarwal and C Lakshumaiah also attended the function.

Pai Dawe, who oversees the functioning of the noble venture, briefed the gathering about the vision of the school and rationale behind renowned spiritual leader His Holiness Sri Sri Ravi Shankar deciding to set up such a free school in the area.

 

 

Cooperative movement has a significant role to play in Arunachal: Burman

ZIRO, Nov 14: In a growing economy and in a state like Arunachal where Govt. sector has saturated in providing employment opportunities cooperative movement plays a very significant role as it encourages entrepreneurship, said KJR Burman, Secretary Cooperation, GoAP while attending the 61st National Cooperation week celebration at conference hall, Hapoli today.

“Cooperative society movement is a people’s movement and this week should be utilized to retrospect, plan and develop cohesiveness amongst the members of the society, which is the very essence of the cooperation movement”, he added.

He encouraged the cooperators to prepare plans that would emphasize on information and technical mechanization to keep pace with the competitive world. He also felt the need for all the registered societies to have a working email id to speed up communication and improve information dissemination. Capacity building and training are also two important areas that have to be paid attention, he added.

Speaking on the occasion RD Thungon, Jt RCS, GoAP said that the cooperation movement should be sustainable and emphasized on inclusive growth. The work selection should be conducive to the society, he added.

Responding to the question raised by the Managing Director Subansiri LAMPS regarding the financial assistance package, he informed that the 10 percent share of the GoAP has already been deposited and the remaining amount is awaiting clearance from the NABARD headquarters at Mumbai.

Gyati Kobing, DRCS in his keynote address appraised about the cooperative societies functioning in the district. Till date 96 societies have been registered so far, the oldest being the Apatani Multipurpose Coop Society Ltd (AMCS) started in 1957. The districts boast of two cooperative societies; Ziro Poultry Farmers Coop Society Ltd led by Bamin Siri and the Arunachal Pradesh State Weavers Coop Federation Ltd who have won national awards in their respective domains.

He expressed hope that the cooperative sector would bring about a positive change in the socio economic life of the people.

Birik Bole SIC cum administrator AMCS presented a status report of the oldest society in the district and requested the authorities to assist in construction of a mini super market at engineering colony to cater to the public need as well as to assist the AMCS to be self reliant M Riba, SIC dealt in detail about the history of the movement and advocated for its continuation for economic liberation of the poor and the down trodden.

Representing the cooperators, national award winner entrepreneur and Chairman Ziro Poultry Farmers Coop Society Ltd, Bamin Siri appealed for more support and response from the District Administration to encourage the cooperators.

Tani Jailyang, chairperson Dillang Dibo Cooperative Society apprised about the marketing, transportation and storage problems faced by the vegetable growers of the district and requested for construction of a storage and collection centre at Ziro.

The 2nd commemorative lecture on Haimendorf

ITANAGAR, Nov 14: Christoph Von Furer-Haimendorf 2nd Commemorative Lecture organized by the Department of Anthropology, RGU was held under the chairmanship of Prof. Tamo Mibang, Vice-Chancellor of Rajiv Gandhi University on Nov 13 at the University Conference Hall.

An eminent anthropologist of India, Prof. Vijoy S. Sahay, Head Department of Anthropology, Allahabad University delivered on “Nicobar Archipelago Revisited in 21st century”.

In his deliberation, Prof. Sahay shared his anthropological field research experiences especially among the inhabitants of Chowra Island in 1974. Listeners in the lecture were inspired by the ordeal of the committed field researcher who encountered many challenges in such an inhospitable and isolated island also known as “the Land of Wizard”.

Four decades later, Prof. Sahay revisited the same Island and to his utter surprise a lot of rapid development swept over the small island that he compared himself with Rip Van Winkle on seeing the changes. The programme came to an end with the Chairman’s comment.

In his comment, Prof. Tamo Mibang, VC, RGU, thanked Prof. Sahay for his excellent presentation and for sharing his in-depth experiences of field research. Faculty members, administrative officers, research scholars of the university and invitees attended the annual Commemorative Lecture.

 

 

Bal Swachhta Mission” launched in Arunachal

ITANAGAR, Nov 14: To mark the 125th birth anniversary of Pandit Jawaharlal Nehru, “Bal Swachhta Mission” was launched in Arunachal Pradesh on Nov 14 for the children to be observed till 19th November in continuity of “Swachh Bharat Mission” along with rest of the country. For launching the “Bal Swachhta Mission” in Arunachal Pradesh, Hokka and Chimi of Itanagar (Urban) ICDS project were selected.

Taking part at the events, T.P. Loyi, i/c Director of WCD stated that every citizen must contribute towards cleanliness starting from their homes. She sought the commitment of all to devote minimum two hours daily for making the cleanliness drive successful.    

Special Village Health & Nutrition Day was organized by S.C. Tok, CDPO of Itanagar (Urban) ICDS project at Chimi Anganwadi Centre.

Banerjee, Demonstration Officer of Community Food & Nutrition Extension Unit, Itanagar who were the Resource Persons imparted awareness on health and hygiene of people including children, water related diseases and its prevention and balanced and hygiene foods for all including infants and children.

Meanwhile, the T P Loyi informed that Clean Anganwadi centre and Clean Self campaigns including clean food, utensils, washing area and water source/storage, clean toilets and holding special Village Health Nutrition Day and Mothers’ committee meeting – to explain about cleanliness of infants, hand washing are some of the programme scheduled under Bal Swachhta Mission.

At Pasighat, Bal Swachchta Abhiyan (BSA) was launched by the East Siang Deputy Commissioner Nidhi Srivastava in Paglek Upper Primary School as part of the union government's nationwide mission.

Speaking on the occasion, Srivastava called upon the health officials and teaching community to follow the Govt directives strictly for the success of the campaign. She urged the officials concerned to sensitize the children on different aspects of hygiene, including cleanliness in and around school area and personal hygiene under the mission. A guided child could lead better and disease-free life besides spreading awareness among the members of a family effectively, she added. Srivastava also advised the children to be regular, punctual and attentive in studies for their brighter careers.

Earlier, ZPC Dai, DRCHO Gao and DAEO Siram said importance of cleanliness needed to be inculcated among the students. They shared various healthy tips on balanced diet and nutrition and further taught the methods of washing to maintain cleanliness and personal hygiene. At VKV Chimpu: A medical team comprising Dr. CA Namchoom, Dr. M Bini, Dr. G Loyi, Dr. Tadar Khampu visited VKV School, Chimpu and demonstrated hand washing techniques and conducted health screening of all students from Class VI to XII.

The team demonstrated hand washing technique and took classes on how to maintain personal health and hygiene in each class for 235 students. Among the students around 33 students were advised for Ophthalmology, Dental and ENT surgeon. Around 8 students were advised for general referral.

 

 

Papum Pare DLVMC emphasizes on successful implementation of schemes

YUPIA, Nov 14: Papum Pare District Deputy Commissioner cum Member Secretary of District Level Vigilance and Monitoring Committee (DLVMC) Tai Kaye called upon all members to work together with new missionary zeal for successful implementation of all centrally sponsored schemes in the district. He was addressing the Papum Pare DLVMC meeting here at DRDA conference hall today. He said the committee is constituted by Ministry of Rural Development to monitor the implementation of the CSS schemes in most effective way within the given time frame so that benefits reach to the targeted groups.

The DC also expressed hope that the three newly nominated members of DLV&MC would play proactive role in effective monitoring and implementations of programmes.

Zilla Parishad Chairperson, Nabam Aka who presided over the meeting said role of DLV& MC is very important for fruitful implementation of all centrally sponsored schemes. He requested all the members to have a healthy development oriented discussion.

Pointing out the importance of proper documentation of completed projects she requested the line departments to prepare proper records and documentation of all executed projects so that it can be shown whenever there is visit of high level team.

After careful listening to the requests made by ASM chairpersons regarding streamlining of selection of IAY beneficiaries she assured that process of beneficiaries selection will be done at Gram Panchayat level so that genuine needy poor people can get the benefit.

Newly nominated woman representative Kabak Yebi and NGO representative Taring Tiri, who also spoke on the occasion, requested the house to present up-to-date information regarding all implemented programmes in the district, while Taniang Kipa ASM Karsingsa cum newly nominated SC/ST representative sought the cooperation from all heads of department and proper information and orientation for DLV&MC members.

Earlier, highlighting the importance of DLV& MC meeting PD DRDA, Toko Babu informed the house that the committee is formed to monitor the progress of implementation of rural developments programmes and requested the panchayat leaders to keep aside their personal differences when it comes to welfare and development of its own people.

Citing quota provisions being claimed by some ASM chairpersons in certain schemes he clarified that as per Govt guidelines and procedures there is no such provisions of giving quota system to any chairpersons and every programme is executed strictly in adherence with various norms and guidelines. He also advised the Panchayat leaders to submit the projects which are development-oriented and related to poverty alleviation programmes.

Hand over Miao-Vijoynagar road work to BRO’

ITANAGAR, Nov 14: The Miao-Vijoynagar Road Joint Action Committee, on behalf of the public of the area, has demanded the Chief Minister to do the needful to hand the construction work of Miao-Vijoynagar road over to BRO from private construction companies.

In its memorandum to the Chief Minister, the MV Road Joint Action Committee, informed that then UPA Government had sanctioned Rs 160 Crore in 2013 for construction of the MV Road under a special scheme of PMGSY. The foundation stone was laid on January 19 on the same year and road was supposed to be completed within three years.

But it has come to the knowledge of the people of Vijoynagar that the construction work has been allotted to different private constructors to be constructed it in phase manner in contrary to the promise of the local legislator and anticipation of the people of Vijoynagar,” the memorandum claimed.

The road needs to be constructed as an all weather road maintaining quality with follow up maintenance works which BRO can only assure, the memorandum said.

“The people of Vijoynagar have a long history of experiencing tall and empty promises by the government. Huge amounts were sanctioned so far for the development of Vijoynagar under various border development schemes, but unfortunately, there has been no development to date.

The memorandum claimed that Rs 326 lakh was sanctioned in 2009 for maintenance of the MV road but no such activities have been witnessed by the people due to reason best known to the department concerned.

Considering its strategic location and the constant threat from the neighboring countries our country cannot and should not afford to keep Vijoynagar landlocked for long, the memorandum said.

About a population of 7000 reside at Vijoynagar and neighbouring areas which is located about 157 Km from Miao town. It shares international boundary with Myanmar. The only means of communication and transportation to Vijoynagar is helicopter which depends upon the mercy of weather, and availability of chopper.

CPWD undertook the construction of the MV Road in 1966 and by the year 1976 a Katcha Road was completed only to be washed away in the following year. Ever since, the people of Vijoynagar have been living without road communication which is a violation of the fundamental rights guaranteed in the Constitution of India. In other words, the fundamental rights of the people of Vijoynagar have been curtailed, the memorandum added.

 

 

APCMUHIS --- a boon for financially weak people of state

The Arunachal Pradesh Chief Minister’s Universal Health Insurance Scheme (APCMUHIS) which came into operation from September 16, 2014, is a unique health scheme which aims to provide quality and affordable health care services to the people of Arunachal Pradesh. The scheme, a vision of Chief Minister Nabam Tuki, provides cashless treatment to the people and first of its kind in the North Eastern region.  

OBJECTIVE: The main objective of the scheme is to provide free medical and surgical treatment in empanelled Government and Private Hospitals in cashless manner to the people. By cashless manner it means that when a beneficiary approaches an empanelled hospital for treatment, he or she is not required to make any payment, instead the payment is made on his/her behalf by the Insurer to the empanelled hospital.  In return the State Govt. will pay money to the Insurer by way of annual premium on behalf of the beneficiary.

Implementing Authority: The Arunachal Pradesh State Health Society (APSHS) is the implementing authority for the insurance scheme and the New India Assurance Co. Ltd. is the Insurer. The Director of Health Services is the ex-officio Executive Director of APCMUHIS, who will be responsible for the administration and execution of all works related to the scheme and its implementation in the state. The District Medical Officers of concerned districts of Arunachal Pradesh are notified as the District Nodal Officers of APCMUHIS for its implementation in respective districts.

Beneficiaries: The people who stay in Arunachal Pradesh including APL, BPL, APST, Non-APST, state government employees and their dependent family members and all age group and all genders including transgender excluding families of office of Profit, Central Govt. employees, Group-B and above categories of contractors. If a new born baby arrives in the family, that baby is also a beneficiary.

Prerequisite for beneficiary: Health Insurance Smart Card commonly called as Green Card issued by the Insurer (i.e., New India Assurance Co.) is a pre-requisite to become a beneficiary. Any bonafide person who stays in Arunachal Pradesh must enroll himself/herself and obtain Health Insurance Smart Card from the New India Assurance Company to avail this scheme.

Enrollment: The enrolment process will be done by Insurer (New India Assurance Co.) in phase wise manner for various districts with assistance from PRI on basis of data provided by the state government. The enrolment process which started on middle of this year is expected to cover all the families numbering about 2.61 lakhs families (approx) of the state by the end of December 2014.

Treatment covers under the APCMUIS: The Scheme will cover treatment procedures requiring hospitalization and day care procedures. Persons covered under RSBY and Arogya Nidhi shall also be covered subject to overall financial limit of Rs 2 Lakhs only. Poly trauma cases not covered by the Motor Vehicle Act and Pre-existing diseases prior to launching of the scheme will also be covered under the scheme. Cost of treatment of withdrawal symptoms of drug abuse will also be covered for candidates voluntarily opting for de-addiction in addition Pre-natal expenses due to complications requiring hospitalization prior to delivery will be taken care of under the scheme.

If any patient is referred through health camps/Government hospital for diagnosis which further may not lead to surgical/medical management shall also be covered. That is cost of diagnostic test and medicines will also be covered under the scheme.

Exclusions: Voluntary Medical Termination of Pregnancy i.e. Abortion except induced by accident or other medical emergency to save the life of the mother. Sterilization and Fertility related procedures, Hormonal replacement, sex change related, Vaccination, Suicide, Psychiatric and Psychosomatic related disorders. Naturopathy, Unani, Sidha and Ayurveda, Tibetan system of treatments and War, Nuclear Invasion.

Facilities:  If a Head of family get admits in Hospital for treatment, he will be paid Rs 100/-per day a maximum of days; and Rs 50,000 will be paid to the beneficiary if death of head of family takes place in the Hospital is due to accident, but not for natural death. And one way transportation expenditure from residence to hospital will be re-imbursed @ Arunachal State Transport Bus rate and 2nd Class Sleeper Rail fare in case of outside the state.

Whom to Approach at Hospital?: The beneficiary who wants to avail this scheme can approach Help Desk located at every empanelled Hospital and also take the help of Call Center by calling the toll free number 18002090201.

Empanelled Hospitals: All State Government Hospitals including Arunachal State Hospital, Naharlagun, Pasighat General Hospital, Zonal General Hospitals, District Hospitals, CHCs and PHCs. Private Empanelled Hospitals including BTM Hospital, ASH General Hospital in Naharlagun, Tago Memorial Hospital in Nirjuli, Heema Hospital in Itanagar, Assa Diagnostic & Nursing Home in Pasighat, Aditya Diagnostics & Hospital, Medicare Diagnostic & Hospital, JJ Memorial Hospital in Dibrugarh, Malpani Nursing Home in Jorhat, B J Nursing Home in Tezpur, Narayana Hrudalaya, Down Town Hospital and GNRC Hospital in Guwahati  among many renowned hospitals in metro-cities like Delhi, Mumbai, Pune, Bangalore and Chennai. However, the empanelled list of private hospitals is subject to change and will include more with the identification and approval of State Empowered Committee.

Monitoring and Grievance Committee: A committee comprising of Deputy Commissioner as a Chairman, District Medical Officer as a member of respective district with a representative of Insurance Company who settles the grievances of the public.

If the APCMUHIS is implemented smoothly and successfully in the state, it is going to be a boon for many poor families in the state who are unable to afford treatments of their kiths and kin due to financial shortages and the state would certainly be listed among the top states in terms of quality health care facilities in the country. So, the onus is every one of us to make the scheme a grand success.  It should be implemented in true sense so that the poor and the needy people are benefitted. Arunachal fail to retain Narang Cup

ITANAGAR, Nov 14: Defending champion Arunachal Pradesh lost to Assam in the final of the boys team competition for Narang Cup in the North East Zone Inter-State Badminton Championship at Guwahati today.

The state team, which had bye in the first round, beat Mizoram 2-0 in the semifinal before they went down fighting 1-2 to Assam in the final, informed Arunachal State Badminton Association (ASBA).

In Shafi Qureshi Cup, the girls’ team from the state lost 0-2 to Assam in the final. Arunachal reached the final defeating Nagaland 2-0 in the semifinal today.

Laa Talar opened his tournament campaign on a winning note as he reached the third round of men’s open singles and second round of boys’ open single events.

Talar won his men’s singles first and second round matches against his opponents from Tripura and Mizoram with identical margins of 2-0 sets.

Participating in boys open single event, Talar beat his opponent from Manipur 2-0 to advance to second round.

Jokom Rebya also advanced to second round in boys open single event defeating Yai Tomba from Manipur 2-0. However, Jokom crashed out in first round of men’s open single event losing 0-2 to his opponent from Manipur.

In girls open single event, Taring Yanya lost 0-2 to her opponent from Assam in the second round. She beat N Jita from Manipur 2-0 in the first round.

 

 

After Karate, Football included in NE Sports Competition

ITANAGAR, Nov 14: After Karate, now Football has been included as one of the disciplines at the National Level North East Sports Competition to be held here from December 10 to 13.

“Football has been included as one of the events in the North East Sports Competition after the State Government persuaded the matter with the organizer following Arunachal Pradesh Football Association (APFA)’s demand for inclusion of the game, informed Sports and Youth Affairs Assistant Director Ramesh Linggi.

With the inclusion of football and karate, the total number of sports disciplines to be held in NE competition has risen from eight to 10 that include Athletics, Archery, Badminton, Boxing, Taekwondo, Judo, Weightlifting, Wushu, Karate and Football.

While the football matches will be held at Rajiv Gandhi Stadium Naharlagun, Karate and Weightlifting events will be conducted at Nirjuli (Nyikum Niya hall) and DN College auditorium here respectively. The Badminton matches will be held at Raj Bhawan Badminton stadium while venue for Athletics and rest of the sport events will be at Sangey Lhaden Sports Academy Complex, Linggi informed.

Eight Northeastern states, including Sikkim will take part in the competition being organized by the Department of Sports and Youth Affairs under the aegis of Union Ministry of Youth Affairs and Sports.

Justice awaits Manorama

After years of struggle, it looks like finally Thangjam Manorama will get justice. The judicial inquiry report on the murder of Manorama, a Manipuri girl, in 2004, handed over to the Supreme Court recently after being kept under wraps for over a decade, reveals the “brutal and merciless torture” by a 17 Assam Rifles team. The murder gave renewed impetus to calls for withdrawal of the Armed Forces (Special Powers) Act. After a decade of remaining under wraps, the report by the Judicial Inquiry Commission graphically reveals the last hours of “brutal and merciless torture” Manipuri village girl, Thangjam Manorama, suffered at the hands of a team from the 17th Assam Rifles before she was shot dead.

The Manorama case led to widespread protests against the Armed Forces (Special Powers) Act (AFSPA) and spurred calls for a review of the law, especially by the Justice J.S. Verma Committee in 2013. The report, submitted to the State government way back in December 2004, was never made public. This week, the government handed it over to the Supreme Court. The court had demanded it as part of a hearing on a PIL seeking probe into custodial deaths in the north-east States. This incident once again exposes how Armed Forces (Special Powers) Act has been misused over the years by military personnel in North East and J&K. It’s time AFSPA be scrapped by the union government. People of NE region and Kashmir have suffered enough due to AFSPA. Based on this report, Manipur government should start judicial proceeding against 17th Assam Rifles men for killing Manorama.

Solve the connectivity problem

Dear Editor,

I would like to draw the attention of the BSNL authorities regarding connectivity problem of Gensi town.

Gensi being located in a valley faces lot of connectivity problem. The present one is erected in a corner which is not enough to cover the township or the nearby villages. If one goes away even one kilometre away from Gensi town, there is no connectivity.

All this could be solved by erecting one more tower on a  higher altitude so that all villages are connected by the internet.

Bigi and Tatamori and other interior villages could also get mobile network services.

Since two months ago govt of India has already announced 5000 BSNL towers for entire North East. We can expect atleast 500 tower will be given to Arunachal Pradesh. It is my humble request to the concern higher authority of regional BSNL office to kindly provide one more BSNL tower to Gensi block for interior villagers. We could also enjoy the fruits of development provided by Govt. of India.

It is also my humble request to 28 Likabali-Gensi MLa to interfere so that  connectivity problem of the region is solved.

Mend the roads

Dear Editor,

Through the column of your esteemed newspaper, we would like to draw the kind attention of the concern department and our local MLA towards the deteriorating road condition of Poma, Jote, Bassarnallo and Tapioso area under Sangdupota circle.

The road is one of the most neglected roads which had ever been seen and entirely damaged by the heavy rain due to lack of maintenance.

The road is the life line and main channel for communication and transportation for the people of Sangdupota Circle. The said area which is 20-25 Km distance from the state capital, Itanagar is still lacking in many things due to absence of good road.

National Institute of Technology (NIT), Govt. Law College, EDI, Bamboo Processing industry has been blooming at Jote-Poma area under Sangdupota Circle even though there are no good roads. It's really beyond our understanding why concern authorities and local MLA is not worried about the stretch of the road. Does the people of Sangdupota circle belongs to another world? Since the last two decades, the condition of this road has remained the same. This road has never ever been repaired. Everyone seems to have forgotten the road and the need to repair it.  

Because of the deteriorating road condition, people of Sangdupota circle are facing lot of hardship especially during the emergency medical hours.

Therefore, we urge the concerned department and local MLA to immediately interfere so that the road is renovated/repaired for the greater interest of the people of Sangdupota circle.

Release salary

Through your esteemed daily, I would like to request the Director of Agriculture and the state government to kindly release the salary of Agriculture Technology and Management Agency functionaries.

We are doing our work sincerely and have brought the progressive farmers from different districts and are looking after them with empty pocket so that they are able to participate in North East Agri Fair held in Pasighat from 13 to November 2014 even though we have not been paid our salary for past four months.
