ITANAGAR, Nov 14: Taking part at the 9th district level monitoring committee meeting for all the centrally sponsored schemes on 13th November, Tirap Deputy Commissioner Kamlesh Kumar Joshi urged the executing agencies to complete the schemes on time without compromising with the quality of work. Joshi while expressing his dissatisfaction over the slow progress of time bound schemes asked the departments concerned to pull up their socks and ensure that the schemes were monitored with eagle like eyes to avoid any lapses whatsoever. The DC asked the executing agencies to handover the completed schemes to the user departments and a copy of which should be mandatorily endorsed to him. He also urged them to submit the quarterly progress report to the Deputy Commissioner without fail to enable him prepare the reports efficiently.

Daporijo, Nov 14: All Limeking Youth Welfare Association has submitted a memorandum to Deputy Commissioner Upper Subansiri District, demanding immediate creation of new border outpost and deployment of security forces at sensitive area of the village. This was following the recent infiltration of three Tibetans to Nillo village via Gegu River under Limeking circle, Upper Subansiri district.
They also appealed to the Govt to send more patrolling troops to Taksing, Limeking, Nacho and Siyum area to secure the border.

The advantage of mushroom consumption especially by the old and sick persons was made known. The economics as well as techniques were demonstrated and explained in length. The Mushroom Planet Tinsukia assured technical support, spawn supply and marketing linkage for farmers of the area.
The PIA/BDO earlier while welcoming the trainees and resource persons highlighted the advantages of mushroom consumption and its scope as a livelihood activity for rural people. It was told that the mushroom cultivation/production can be done even with low investment, less land and very minimum technical knowledge is required.
Riba urged the farmers to take full advantage of the training program and implement the same in their villages and also teach their fellow villagers.
Practical demonstration of Oyster mushroom production was done at the end of the programme.
Namsai takes stock of health situation
NAMSAI, Nov 14: The first meeting of the District Health Mission of the newly created Namsai District was held on Nov 13 in Namsai under the Chairmanship of the Deputy Commissioner R.K. Sharma, regarding the constitution of the governing body under District Health Society and other issues of Namsai District.
Sharma emphasized on the importance of health sector, besides the formation and constitution of the Governing body under National Health Mission (NHM) to implement all centrally sponsored schemes in the district. He requested all the members to give cooperation and coordination to the health department to fight against diseases in the vulnerable district.
DMO Dr. Nani Rika highlighted status of the health scenario under newly created Namsai District. He requested all the members to give support to the health department in the implementation of time bound programme in the newly created district.
Ravi Jha IAS, ADC Namsai District and Kyasin Mounglang, Zilla Chairperson (ZCP) of Namsai District participated in the discussion of the formation and constitution of the Governing Body under District Health Society of Namsai.

LDV resolves to implement ‘Saakshar Bharat’ in toto
ROING, Nov 14: Lower Dibang Valley Zilla Lok Shiksha Samiti has resolved to implement ‘Saakshar Bharat’ a centrally sponsored scheme as per its guidelines in the district.
In a meeting that was held in the office chamber of Deputy Commissioner, Shiv Kumar, who is also the Chief Executive Officer of ZLSS, it was also resolved to reform Shiksha Samiti at Block and Gram Panchayat level and to open joint accounts at a nationalized bank. It was also informed that 4 number of coordinators at district level, one each at Anchal block level and two Preraks in each Gram Panchayat segment shall also be appointed under the scheme for its successful implementation in the district.
The scheme aims to promote and strengthen Adult Education, especially of women, who did not get formal education earlier.

Stop encroachment: Union

Daporijo, Nov 14: Upper Subansiri District Students’ Union has alleged that encroachers are erecting RCC building and boundary wall by encroaching the government land at Dumporijo.
The Union said that land at the Block Office, powerhouse and in the premises of Govt Higher Secondary School at Dumporijo have been encroached.
While calling on the authority to take necessary action against the encroachers, the Union further informed that due to rampant encroachment in Dumporijo, government staffs are facing problem, as their there is already shortage of quarters for the employees.
PRI Contractual Employees Association for pending honorarium
ITANAGAR, Nov 14: The Arunachal Pradesh Panchayati Raj Contractual Employees Association has called for the release of honorarium that is pending for the past eight months.

Cleanliness drive to mark Children’s Day
ITANAGAR, Nov 14: The students of Guardian Angel Residential School observed Children’s Day marking the birth anniversary Pandit Jawaharlal Nehru with cleanliness drive at IG Park Itanagar today. School children participated in the clean drive with its clean Arunachal mission. They removed garbage and other wastes from the park.

Demands for creation of Siang district grows louder
ITANAGAR, Nov 14: The demand for creation of Siang district with headquarter at Boleng in East Siang grows louder as the Panchayati Raj Members and public leaders of Boleng area submitted a representation to Chief Minister today demanding immediate creation of Siang district. The PRI members stated that Boleng is centrally located which would serve the purpose of easy and efficient administration. The PRI further claimed that people of 32 Rumgong Assembly Constituency are also supporting the creation of Siang district. It also said that demographically, the Boleng and Rumgong area easily qualifies for the population criteria for creation of the district, it added.
EKSWCO calls for strict vigilance
ITANAGAR, Nov 14: East Kameng Social Welfare Cultural Organization (EKSWCO) led by its chairman Safar Pao and general secretary Nikam Tallang today called on East Kameng Deputy Commissioner to discuss over various issues particularly law and order related issues concerning the district.
In its representation to the DC, EKSWCO requested the district administration to introduce routine checking of illegal arms in the district, validity of motor vehicle documents, and banning of illegal gambling like tombola (housie), playing cards, chess, ludo etc. at open public places and the market areas. EKSWCO stated that due to unabated gambling in the town has created law and order problem in East Kameng district. Stressing for importance of traffic regulations at Seppa Township, the organization requested the Deputy Commissioner to establish two traffic points at strategic locations. EKSWCO also raised the teacher transfer issues claiming that hundreds of teachers were transferred from the district without any relievers resulting in crisis of subject teachers in the district schools. It also sought construction and renovation of RCC Bridge over Macha Nallah saying that the said bridge is on verge of collapse due to completion of its life expectancy. The organization also demanded for installation of new ATM booth and pleaded the DC to allow unused Tourist Building Seppa for EKSWCO office temporarily.
VKV Nirjuli celebrates Children’s Day
ITANAGAR, NOV 14: To mark children’s day celebration, Vivekananda Kendriya Vidyalaya School Nirjuli organized various sports activities which was participated by more than 200 children.
To mark the occasion and also to encourage the school children, Nigla Nissan Automobile Pvt. Ltd organized a drawing competition. A total of 63 students from class 4 to class 12 participated in the drawing competition. The Nigla Nissan will award special prizes to top 3 contestants on 27th November during its 1st year anniversary day celebration.

Centre approves CITH regional research station at Dirang
ITANAGAR, Nov 14: The XII Plan Expenditure Finance Committee (EFC) of the Union Govt has recommended for establishment of a Regional Research Station (RRS) of Central Institute for Temperate Horticulture (CITH) at Dirang, West Kameng district, Arunachal Pradesh and Rs. 5 Crore has been earmarked for this purpose.
While responding to a letter of Union Minister of State for Home Affairs Kiren Rijiju written on July 19 last, Union Agriculture Minister Radha Mohan Singh in a written reply informed him that the proposal was examined by the Indian Council of Agricultural Research and the EFC in its meeting discussed the proposal and recommended for establishment of the Regional Research Station of Central Institute for Temperate Horticulture at Dirang.
“It is my pleasure to inform you that the EFC has recommended for establishing the Regional Research Station of Central Institute for Temperate Horticulture at Dirang, West Kameng District, Arunachal Pradesh,” Singh said in his letter.
The minister further informed Rijiju that a total of Rs. 5 Crore has been earmarked for the research station to address the long felt needs and fulfill the aspirations of people of Arunachal Pradesh.
According to sources, apart from writing a letter, Rijiju also held discussion with the Union Agriculture Minister for establishment of Regional Research Station of the CITH in Arunachal.

Cooperative movement has a significant role to play in Arunachal: Burman
ZIRO, Nov 14: In a growing economy and in a state like Arunachal where Govt. sector has saturated in providing employment opportunities cooperative movement plays a very significant role as it encourages entrepreneurship, said KJR Burman, Secretary Cooperation, GoAP while attending the 61st National Cooperation week celebration at conference hall, Hapoli today.
“Cooperative society movement is a people’s movement and this week should be utilized to retrospect, plan and develop cohesiveness amongst the members of the society, which is the very essence of the cooperation movement”, he added.
He encouraged the cooperators to prepare plans that would emphasize on information and technical mechanization to keep pace with the competitive world. He also felt the need for all the registered societies to have a working email id to speed up communication and improve information dissemination. Capacity building and training are also two important areas that have to be paid attention, he added.
Speaking on the occasion RD Thungon, Jt RCS, GoAP said that the cooperation movement should be sustainable and emphasized on inclusive growth. The work selection should be conducive to the society, he added.
Responding to the question raised by the Managing Director Subansiri LAMPS regarding the financial assistance package, he informed that the 10 percent share of the GoAP has already been deposited and the remaining amount is awaiting clearance from the NABARD headquarters at Mumbai.
Gyati Kobing, DRCS in his keynote address appraised about the cooperative societies functioning in the district. Till date 96 societies have been registered so far, the oldest being the Apatani Multipurpose Coop Society Ltd (AMCS) started in 1957. The districts boast of two cooperative societies; Ziro Poultry Farmers Coop Society Ltd led by Bamin Siri and the Arunachal Pradesh State Weavers Coop Federation Ltd who have won national awards in their respective domains.
He expressed hope that the cooperative sector would bring about a positive change in the socio economic life of the people.
Birik Bole SIC cum administrator AMCS presented a status report of the oldest society in the district and requested the authorities to assist in construction of a mini super market at engineering colony to cater to the public need as well as to assist the AMCS to be self reliant M Riba, SIC dealt in detail about the history of the movement and advocated for its continuation for economic liberation of the poor and the down trodden.

An eminent anthropologist of India, Prof. Vijoy S. Sahay, Head Department of Anthropology, Allahabad University delivered on “Nicobar Archipelago Revisited in 21st century”.
In his deliberation, Prof. Sahay shared his anthropological field research experiences especially among the inhabitants of Chowra Island in 1974. Listeners in the lecture were inspired by the ordeal of the committed field researcher who encountered many challenges in such an inhospitable and isolated island also known as “the Land of Wizard”.
Four decades later, Prof. Sahay revisited the same Island and to his utter surprise a lot of rapid development swept over the small island that he compared himself with Rip Van Winkle on seeing the changes. The programme came to an end with the Chairman’s comment.

ITANAGAR, Nov 14: To mark the 125th birth anniversary of Pandit Jawaharlal Nehru, “Bal Swachhta Mission” was launched in Arunachal Pradesh on Nov 14 for the children to be observed till 19th November in continuity of “Swachh Bharat Mission” along with rest of the country. For launching the “Bal Swachhta Mission” in Arunachal Pradesh, Hokka and Chimi of Itanagar (Urban) ICDS project were selected.
Taking part at the events, T.P. Loyi, i/c Director of WCD stated that every citizen must contribute towards cleanliness starting from their homes. She sought the commitment of all to devote minimum two hours daily for making the cleanliness drive successful.

In its memorandum to the Chief Minister, the MV Road Joint Action Committee, informed that then UPA Government had sanctioned Rs 160 Crore in 2013 for construction of the MV Road under a special scheme of PMGSY. The foundation stone was laid on January 19 on the same year and road was supposed to be completed within three years.
But it has come to the knowledge of the people of Vijoynagar that the construction work has been allotted to different private constructors to be constructed it in phase manner in contrary to the promise of the local legislator and anticipation of the people of Vijoynagar,” the memorandum claimed.
The road needs to be constructed as an all weather road maintaining quality with follow up maintenance works which BRO can only assure, the memorandum said.
“The people of Vijoynagar have a long history of experiencing tall and empty promises by the government. Huge amounts were sanctioned so far for the development of Vijoynagar under various border development schemes, but unfortunately, there has been no development to date.
The memorandum claimed that Rs 326 lakh was sanctioned in 2009 for maintenance of the MV road but no such activities have been witnessed by the people due to reason best known to the department concerned.
Considering its strategic location and the constant threat from the neighboring countries our country cannot and should not afford to keep Vijoynagar landlocked for long, the memorandum said.
About a population of 7000 reside at Vijoynagar and neighbouring areas which is located about 157 Km from Miao town. It shares international boundary with Myanmar. The only means of communication and transportation to Vijoynagar is helicopter which depends upon the mercy of weather, and availability of chopper.
CPWD undertook the construction of the MV Road in 1966 and by the year 1976 a Katcha Road was completed only to be washed away in the following year. Ever since, the people of Vijoynagar have been living without road communication which is a violation of the fundamental rights guaranteed in the Constitution of India. In other words, the fundamental rights of the people of Vijoynagar have been curtailed, the memorandum added.

After Karate, Football included in NE Sports Competition

ITANAGAR, Nov 14: After Karate, now Football has been included as one of the disciplines at the National Level North East Sports Competition to be held here from December 10 to 13.
“Football has been included as one of the events in the North East Sports Competition after the State Government persuaded the matter with the organizer following Arunachal Pradesh Football Association (APFA)’s demand for inclusion of the game, informed Sports and Youth Affairs Assistant Director Ramesh Linggi.
With the inclusion of football and karate, the total number of sports disciplines to be held in NE competition has risen from eight to 10 that include Athletics, Archery, Badminton, Boxing, Taekwondo, Judo, Weightlifting, Wushu, Karate and Football.
While the football matches will be held at Rajiv Gandhi Stadium Naharlagun, Karate and Weightlifting events will be conducted at Nirjuli (Nyikum Niya hall) and DN College auditorium here respectively. The Badminton matches will be held at Raj Bhawan Badminton stadium while venue for Athletics and rest of the sport events will be at Sangey Lhaden Sports Academy Complex, Linggi informed.
Eight Northeastern states, including Sikkim will take part in the competition being organized by the Department of Sports and Youth Affairs under the aegis of Union Ministry of Youth Affairs and Sports.

Justice awaits Manorama
After years of struggle, it looks like finally Thangjam Manorama will get justice. The judicial inquiry report on the murder of Manorama, a Manipuri girl, in 2004, handed over to the Supreme Court recently after being kept under wraps for over a decade, reveals the “brutal and merciless torture” by a 17 Assam Rifles team. The murder gave renewed impetus to calls for withdrawal of the Armed Forces (Special Powers) Act. After a decade of remaining under wraps, the report by the Judicial Inquiry Commission graphically reveals the last hours of “brutal and merciless torture” Manipuri village girl, Thangjam Manorama, suffered at the hands of a team from the 17th Assam Rifles before she was shot dead.
The Manorama case led to widespread protests against the Armed Forces (Special Powers)
Act (AFSPA) and spurred calls for a review of the law, especially by the Justice
J.S. Verma Committee in 2013. The report, submitted to the State government way back
in December 2004, was never made public. This week, the government handed it over

Solve the connectivity problem
Dear Editor,
I would like to draw the attention of the BSNL authorities regarding connectivity problem of Gensi town.
Gensi being located in a valley faces lot of connectivity problem. The present one is erected in a corner which is not enough to cover the township or the nearby villages. If one goes away even one kilometre away from Gensi town, there is no connectivity.
All this could be solved by erecting one more tower on a higher altitude so that all villages are connected by the internet.
Bigi and Tatamori and other interior villages could also get mobile network services.
Since two months ago govt of India has already announced 5000 BSNL towers for entire North East. We can expect atleast 500 tower will be given to Arunachal Pradesh. It is my humble request to the concern higher authority of regional BSNL office to kindly provide one more BSNL tower to Gensi block for interior villagers. We could also enjoy the fruits of development provided by Govt. of India.

Through the column of your esteemed newspaper, we would like to draw the kind attention of the concern department and our local MLA towards the deteriorating road condition of Poma, Jote, Bassarnallo and Tapioso area under Sangdupota circle.
